MCA Kosovo Launched the procedures for the Design and Build of Large-Scale Battery Energy Storage Systems

Pristina, Kosovo – January 10, 2025

The Millennium Challenge Account (MCA) Kosovo has officially launched the pre- qualification process for the Design and Build of Utility-Scale Battery Energy Storage Systems (BESS) and Transmission Connection Infrastructure, Lot 1: 45MW/90MWh and Lot 2: 125MW/250MWh.

MCC-Kosovo Compact is the biggest investment in energy sector in the past decades and it is designed to support balancing of Kosovo power systems and integration of renewable energy sources.
On the other hand, Battery Energy Storage System is the largest single storage project in the region and beyond.

“The Compact Program, funded with 202 million dollars by the Millennium Challenge Corporation (MCC) and 34.7 million dollars by the Government of the Republic of Kosovo, represents a significant investment in our energy independence and long-term sustainability. This is not just a technical project; it is a transformation aiming to provide Kosovo with greater energy security and a more competitive economy. I want to express my gratitude to the United States for their support and for their trust in our vision for a sustainable and competitive energy sector.” said Albin Kurti, Prime Minister of the Republic of Kosovo.

The Battery Energy Storage Systems (BESS) projects are a key component of Kosovo’s transition toward a more sustainable and resilient energy future, and the MCA Kosovo’s efforts aim to support the country’s energy transition.

“We have been working in Kosovo since 2017 to address one of the country’s biggest development challenges: the reliable supply of energy. MCC’s partnership with Kosovo isn’t just a government-to-government agreement. It’s a partnership with the people of Kosovo. We’re not just investing in infrastructure but also in people and institutions to create lasting change with tangible economic benefits”, said Rinor Gjonbalaj, Country Resident Director of Millennium Challenge Corporation.

MCA Kosovo’s mission is to support Kosovo’s energy security and transition to a sustainable energy future through use of energy storage systems for system reserves, arbitrage, and reduced cost of securing adequate electricity for Kosovo.

“With the initiation of the pre-qualification process for companies that will build energy storage systems through batteries, we mark a historic moment for the Compact Agreement and Kosovo's energy sector, as it enables increased flexibility of the energy grid. The benefits of this system are clear: higher supply security, cost optimization for consumers, and increased stability of the energy market”, said Florina Duli Sefaj, Executive Director of MCA Kosovo.

MCA Kosovo and MCC invited all the interested parties to apply and be part of this historic momentum of transforming the energy landscape in Kosovo.

The MCC-Kosovo Compact is a partnership between the United States of America, acting through the Millennium Challenge Corporation, and the Republic of Kosovo. In addition to the $202 million grant by MCC, the Government of Kosovo is contributing $34.7 million, for a total investment of $236.7 million in Kosovo’s energy sector.
