Compact Program Summary
The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at accelerating the country’s transition towards an energy future that is more sustainable, inclusive, reliable and affordable. The GoK has ratified the compact and has designated a new entity as an autonomous agency to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Programs. This entity will be referred to as MCA-Kosovo.

Millenium Challenge Account - Kosovo is recruiting for the position of the Director, Administration and Finance.

Position Summary
Under the direct supervision of the Deputy Executive Director for Operations, the Director, Administration and Finance oversees the finance and administration unit and manages the budget, HR, IT, and overall administration of the MCA. He/She also ensures the health of the compact financial management and supports the business applications and IT communications requirements of the MCA office. The individual is also responsible for managing the Fiscal Agent Agreement. The position is based in Pristina, Kosovo.

Duties and Responsibilities
1. Analyze the financial and administrative service requirements of MCA-Kosovo and develop the MCA’s Finance and Administration plans and forecasts to support the MCA’s programmatic and operational activities aligned with established budgets and cost principles, and compliant with the MCC’s Program Procurement Guidelines (PPG);

2. Oversee provision of Finance and Administration services to ensure responsiveness to the needs of different units and projects within the MCA and promoting transparency and efficiency of these functions critical to achieving the Compact’s targets;

3. Advise the CEO, MCA Board, and managers within the MCA on compliance with regulatory and legal requirements related to finance and administrative functions, including the MCC cost principles and relevant local legislation, and the Fiscal Agent Agreement, to ensure the Compact’s compliance and mitigate risks;

4. Recruit staff and identify external and technical resources needed to support the delivery of the Finance and Administration functions;

5. Guide the CEO and programmatic and operational managers across the MCA on defining the requirements of their respective units/functions for finance and administrative services as they design and implement projects;

6. Oversee provision of service by external providers to ensure compliance with established agreements, timelines, and contracts

7. Develop Financial and Administrative policies and systems throughout the life of the compact and recommend any necessary changes or improvements to ensure responsiveness to the operational reality of the MCA ad promote the judicious use of resources within the MCA.

Required Knowledge and Skills
- Bachelor’s degree in business administration, finance, accounting, management, HR, or related field;
- Minimum of seven (7) years professional experience (or five (5) with a Master’s degree) in finance and accounting, management, HR, overall Administration experience, including supervisory experience for a program of a similar size and scope;
- Fluency in English and Albanian.

Preferred background and work experience:
- Master’s or other similar advanced degree;
- Experience in financial system design, HR and IT implementation of a type similar to that required by the compact is preferred;
- Fluency in another official language of Kosovo (Serbo-Croatian or other).
