Compact Program Summary

The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at accelerating the country’s transition towards an energy future that is more sustainable, inclusive, reliable and affordable. `
The GoK has ratified the Compact and has designated a new entity as an autonomous agency to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Program. This entity will be referred to as Millenium Challenge Account – Kosovo (MCA-K).

The Compact program will be implemented within five years and consists of three projects 1) Energy Storage Project, 2) Just and Equitable Transition Acceleration Project, and 3) American Catalyst Facility for Development Project.

Millenium Challenge Account - Kosovo is recruiting for the position of the Director, Grants.

Position Summary

The main function of the MCA Director of Grants is to lead the Grants team and Manage the Grant processes by ensuring that MCA-Kosovo and its Grantees comply with the Program Grant Guidelines (PGG) and the terms and conditions of Grant Agreements. The MCA Director of Grants is a staff member of the MCA-Kosovo and reports to the Deputy Executive Director of Programs.

Duties and Responsibilities

 1. Leads the Grant team in the MCA-Kosovo, ensuring that all the duties assigned to Director of Grants in the PPG and Grants Operations Manual (GOM) of MCA-K are carried out. Supervises the Grant Manager (s) or Grant Manager consulting firm, minimally starting at the Grant administration stage.
2. Collaborates and coordinates with MCA-K Sector Leads (SLs), other MCA Kosovo agents and consultants and MCC on all phases of the Grant Selection, Award, Administration, and management processes.
3. Engages with the Sector Leads and others within the MCA-Kosovo to develop and receive approval from MCC on a strategy for implementing a Grant Program, which is well explained and justified, has the appropriate Grant Award Procedure(s) identified and eligibility criteria confirmed.
4. Collaborate with relevant Sector Leads (SLs) in organizing market research, therefore mapping entities in the relevant sectors and identifying the scope of eligibility for Grant Program.
5. Responsible for all approvals as listed in the PGG and other relevant actions in the Grant Award Procedures in GOM, and responsible for acquiring MCC approval, when required in the PGG.
6. Reviews and approves grant related announcements, solicitation documents, written plans for co-creation, Grants Schedules and Funding, proposed members of the Merit Review Panel and Selection Committee, proposed staff/consultants who will conduct Capability Risk and Budget Assessments, and other tasks in alignment with the PGG. UNCLA SSIFIE D And when required, acquires approval from MCC. Acquires support from the legal team to clear Merit Review Panel and Selection Committee members of Conflicts of Interest.
7. Reviews and approves, as required, Grant Award documentations including, but not limited to, requests for clarifications, amendments to Grant announcement documents and RFAs, Merit Review Advisory Reports, Capability Assessment Reports, Grant Budget Assessment Reports, Selection Committee Concept Selection Reports, Selection Committee Grant Award Reports, Grant Award Agreements (and its potential modifications), Grant Project Description, Milestone Disbursement Schedule, Reports submitted by grantees and other relevant reports, and seeks approval from MCC when required.
8. Monitors outreach efforts, pre-Application workshops, discussions, co-creation, panels negotiation meetings with proposers, applicants and potential grantees, screening and reviewing of Concept Note/Papers/Applications and other activities as required in the PGG.
9. Supervises and approves debriefs, notifications and claims. Posts notice of Grant Award on MCA Kosovo website within 30 days of signing.
10. Manages the files for every Grant, from planning to implementation. Prepares and files the Contractor Past Performance Reports (CPPRs) of the Grant Manager (if procured) in coordination with the relevant SL.
11. Ensures that accurate Grant data is captured and entered into MCC-MIS.
12. Lead the Grant Closeout Process with the Grant Manager, relevant SDs, and consultants.

Required Knowledge and Skills

- Bachelor’s degree in business administration, finance, accounting, management, or any related discipline;
- At least 7 years of proven experience in managing grants within internationally funded programs, with demonstrated expertise in the full grant life cycle and substantial experience in the private sector, including evaluating and assessing business plans, financial models, and market viability, as well as in compliance on policies and procedures of the funding agency;
- Fluency in English and in another official language of Kosovo (Albanian or Serbian) is required. Proficiency in Albanian is preferred for candidates who speak Serbian, and vice versa.

Preferred background and work experience:
- Master’s or other similar advanced degree;
- Supervisory experience in project cycle management;
- Demonstrated sensitivity and adaptability regarding gender, cultural, nationality, and age considerations.
